This can also happen if the drum has worn badly or is very rusty, so that
the brake shoes are loose enough to not touch the worn part, but hang the
drum up as you try to slide the non-worn edge over the shoes. So if the
drum comes partially off and sticks, see if you can still turn it. If not,
try backing the adjusters off a little further.
