Frankly, I think your best bet would be to remove the exhaust manifold 
from the engine. Then, anyone with an oxy/acetylene torch should be able 
to heat the flange enough to enable the stud to be removed easily. It's 
worth the price of a new exhaust manifold gasket for the money, time, 
energy and sworking you'll save on other attempts. You could even 
hacksaw the old downpipe off as close to the manifold as you can get, 
then let your torch person get the rest off as s/he prepares to remove the 
stud.

Of course, if you break off a manifold stud in the head whilst doing the 
above, I never responded to this question, as I've never encountered 
this problem and don't even like cars. ;-)
