        I think there is a small sheet metal screw with a recessed head that 
        goes into a tiny hole that should be located up by the nose. Drill 
        out the last (or first depending on how you look at it) tab and run 
        the screw in. I'd recommend using a stainless screw as small as you 
        can find that will penetrate the inner fender, tab and outer fender
        fairing.
