Steve,
Sounds like that vent is not closed properly or is broken. If you ever take
one apart you'll find it closes with a small spring and, if I remember
correctly, has a foam sealer or such around the edges. If operating
properly, you will definitely not feel anything when it's closed.
When you close it you should feel a little bit of a "slam" feeling that will
tell you that it's closed. If you don't, something is wrong. If the driver
side is okay, you should be able to compare the feel between the two.
