Facet pumps do run at all times  and are noisy.  I've connected a  pressure 
gauge to a regulator, fed with a Facet pump and with NO OUTLET for the  
fuel and the pump sounds just the same as when the engine is running.  
 
A facet pump will run faster when its pumping a vast amount of fuel (like  
pumping out the fuel tank to a jerry can for example) than when the engine 
is  running normal.
