The once-per-revolution resistance you are feeling is presumably the OD's oil 
pump.
This is normal, up to a point.  It would be odd to have an especially strong 
resistance,
or no resistance at all.  It may depend on if there is any oil in the OD, or if 
some part
of the oil passages is clogged.  The middle one of those big plugs on the 
bottom of the OD gives
access to the pump and one of its check valves.  If you remove the plug and the 
ball valve,
and you still have a lot of resistance, then the pump (or something else) might 
be messed up.

If you would rather not tear into the tranny+OD, you can mount them to
the engine and test them in the garage without hooking up the driveshaft.
