The attributes of Polyurethane that cause it to be stiffer are also what makes 
it desirable in certain circumstances.  These circumstances are mainly
concerned with performance.  Firmer suspension components make for much more 
precise handling.

For street use, the mechanic is probably right to recommend the rubber bits 
rather than polyurethane.

P.S. I'd have to see the rack to make a decision on its condition.
