The rating on the sidewall is "cold", and it takes into account the pressure
increase when the tire gets hot.  

In theory, "cold" means the coldest temperature the car will see, but in
practice, first thing in the morning will do for cars parked in unheated
areas.  If the car is parked in a heated garage, though, the suggestion is
to increase inflation pressure by every 10F drop between the garage and
outside temp.  Thus, if your garage is kept at 50F and it's 20F outside, you
should increase the inflation pressure by 3 psi.  Even if that takes you
over the maximum on the sidewall.
