   I bought a used car once that came with locking wheel nuts but 
without the key.

   To get it licensed I had to get an Ontario Safety Check, which means 
they had to remove the wheels to check the brakes. They didn't charge me 
for it but warned me that it would destroy the lock nuts and that I 
should pick up four lug nuts from the dealer on the way so it was safe 
to drive home.

   So whatever method they used to remove them was one-time only. ;>
