Natural gas will generally (not always) be cheapest, if it's available to you.
Fuel oil generally winds up being cheaper per BTU than propane, but sometimes
the benefits outweigh the costs.

Not cheap, but I love them.  I'd also suggest a humidifier, as proper humidity
will let you feel warm with the house cooler (and so use less fuel).
