No. The castor shim was introduced at TC/4251. Fitting wedges under the
axles was a common garage practice to correct "heavy" steering and is
mentioned in several old Auto Engineering books.
Have you checked that you have the TB springs which were different rate
from TA and had no rebound leaves fitted? Blower gives dimensioned
drawings and rates. 
I'm not sure about the axle number as mine (late TA) didn't seem to have
a number on the forging. TCs are supposed to have a number that faces
backwards.
