Bill,
    Sounds like the seals on your jets are sticky or sombody put 'O'
rings in place of the cork seals.  The cork seals are very hard to keep
from leaking, so people substitute nitrile or viton 'O' rings.  After a
period of time the 'O' rings begin to swell and cause the choke to be
very difficult to pull out.  The only cure for this problem that I have
found has been to use a teflon or a teflon coated silicon 'O' rings.
