I'm sure you're right. I'm not in the tire business and you are.
I'm just passing on what I've been told by tire people who were probably
trying to keep it simple.  Point is, sometimes they need to be "balanced" on
the car regardless of definition. That's all I was trying to point out when
other techniques fail.
