Basically is the operative word. There are two things I really don't
like about the Visor. The first being no built in serial port. The
second, and major flaw IMHO, is that the OS isn't flash upgradable.

While I bought my PalmV with PalmOS 3.1, I easily upgraded it to 3.3.
You are frozen in time with the Visor :(

The Options prc has no need to open the serial port and thus should not
be affected.

This would really depend on how CASL has implemented their serial
routines. The Visor is supposed to use the standard serial drivers
according to the FAQ:

          http://www.handspring.com/developers/tech_faq.asp#q5

However, if the CASL folk took a shortcut and hard coded their calls to
the serial port on the current Palms, it could explain why it is failing
on the Visor. It could also be dependent on how the device drivers are
written on the Visor end.
