The "White House spin-meisters" were working the day before the
hurricane hit? Wow, that Rove guy must be psychic to know how
cocked-up things were going to get, to start spin control before the
disaster even happened.
The key word is "mandatory". The Mayor ordered "mandatory"
evacuation on the 28th, the day before the storm hit. Up to that
point it was voluntary.
