I agree that a 4-point harness will ride up but a 5-point should not. The
"submarine" strap should be adjusted to keep the lap belts low across your
hips.

When I installed by 5-point harness I adjusted the straps of the lap belt so
when it is pulled tight the buckle (cam) is in the center of my body, low
across my hips. I then adjusted the "submarine" strap so it holds the lap
belt down across my hips. When I strap myself in I pull the lap belt tight
then pull the shoulder harness tight. The lap belt stays in place.
