Paul,
If he has some extra gas tell him to put some in a container and have the
fuel pump use that as a source instead of the gas tank to eliminate one
possible source of the problem.
I had the same problem and discovered it was the seal of the fuel filter. He
should make sure the gasket is on correctly and that everything is connected
right. Yep, I heard of people making that mistake.
