Tom,

I own a set of 14" panasports and the issue was with the plastic center caps
not clearing the dust caps on the front hubs.  I ran without the center caps
for about a year but always felt the car looked unfinished without them.  A
couple a months ago I met up with a group of other owners here in Northwest
and one of them (Guy Selle?) suggested removing the dust cap and placing a
quarter behind the cap and tapping the cap down onto the spindle.  After
removing the dust cap and removing the quarter and then reinstalling the
dust cap I was able to install the center caps.

One issue you may want to consider is the limited selection in 14" tires --
not that many available anymore especially the lower profile series.  If I
were to do it again I would get the 15" wheels instead.
