Welcome to the list.
There used to be some felt type material between the body and frame.  It would 
absorb water and rust the body out.  People on the list have recommended that a 
high density CLOSED CELL foam or the rubber pads that you have be used.  
Neither will hold water and will help protect against rust.  The PO of your car 
did the right thing by eliminating the felt pads.
