Shifter Boot

Several years ago, I bought a new shifter boot for my 67.5 1600.  I never
put it on, because it seemed too short.
It's only about 6 inches tall, is this the correct boot?

I have the rubber moulding that attaches to the shifter cover plate.  Does
the boot attach to this rubber piece?
