   A year long investigation of refueling procedures at Italy's Malpensa
  airport has resulted in the arrest of 14 people suspected of skimming
  off jet fuel.  The employees are charged with stealing up to 5,000
  liters of fuel between 1994 and 1998, which was then sold as diesel or
  heating fuel.
