I live in Scottsdale, AZ. Here are the facts as I understand them:
If you are working in AZ and living here "permanently," and you want to
drive your car on the street, you are technically obliged to register your
car here within 10 days. There is an MVD location on Beck, one block south
of Chandler Blvd, right next to the emissions testing place.
At the MVD, you will have to get an "out of state" vehicle inspection and
for some reason they want to see working windshield wipers (Egad! Why?), in
addition to head lights, tail lights, and license lights. The horn has to
work, but hand signals are apparently acceptable for turning. Oh, you will
also need an emissions test.
If you are not working in AZ, I think you get 30 days.
I don't think this is enforced too religiously. I've heard of people getting
away with old tags for a while (I did once), and others who got nailed the
next day. But in any case, if you actually drive the car, I believe you are
expected to have current tags from somewhere. So if your WA tags are
obviously expired, it could be a problem.
You can get a "1-trip" paper pass, specifically for getting a car smogged or
repaired or both, good for three days, for a buck. It's probably OK for a
quick trip to the Z-car party too, but I'm not sure. You can get as many of
these passes in a year as you want. I have gotten many of these in order to
deal with repetitive trips to the Datsun shop and the smog shop.
You can get a 30-day pass, $$ unknown, but you can only get one a year.
True story from two years ago: Due to an addressing error on my title, I
didn't get a renewal reminder from the MVD and drove my car for ten months
with expired tags before a friendly officer stopped me and alerted me to the
situation. Mandatory $80 minimum fine, could go as high as $400 if your
eyelash batting is not successful. Unfortunately, the MVD had panicked when
they didn't hear from me, assumed my insurance had lapsed, and suspended (!)
my plates. Another mandatory $80 minimum fine, $400 maximum. So read the
address on your new AZ title very carefully.
Welcome to AZ, roadster paradise for several months a year (not right now
though).
