Perhaps, although sadly this does happen on occasion to the
lowest echelon of classic cars.
Often a car is bought at auction for a price basically
equal to what the plate is worth. An old Standard 8 or
Minor or something might fetch 500 pounds if it has a good
plate.
Trouble is the purchaser only wants the plate, and the
car is useless baggage, and is treated as such. The number
plate buyer likely treats the car with about the same respect
that the ivory dealer treats the elephant carcass.
