Midget (1500) Rostyles are 13x4.5. I have a set of 175/70x13 tyres on them
but, they really do not fit that well. The tyres bulge out slightly as the
rim is too narrow. I would say that 165 is the widest tyre you can put on a
4.5" rim. To be sure go to a GOOD tyre shop, they should have a set of
charts which tell you all the tyres/rim sizes.

They don't need to be terribly durable, but good cornering, and not too
expensive.

By far the best tyres I have used on the Midget are BFG R1 205-60x13. They
stick like glue in the dry, but are lethal in the rain. I have about 4000
miles on them and they look like they will last another 4000 miles. The
new generation R1's are even better, but again are lethal in the rain.
The next best tyre I have used is BFG HR4 Comp T/A (186/60x13). They stick
very well in the dry, pretty good in the rain, and do not have any tendancies
to let go suddenly. I think they go for about $60 by mail order

HOWEVER - unless you have round-wheel arches, the largest tyres you can fit
are 175, otherwise they will foul both the innre and out fenders. I converted
my square-wheel arches to round-wheel arches, just so that I could fit larger
tyres.
