Every time I've come across this problem (like, every TR I've done any work
on!) it's not been a problem with the seal, but rather the hinge plate
that's spot welded to the vent cover has begun to separate or bend away
from the cover - so that the hinge bit goes into the right place, but the
top never goes all the way down because the hinge won't let it.

The way to check is to (preferably) take off the vent cover and, using the
Mk I eyeball, check whether there's a gap between the two bits of metal at
the front of the underside of the cover - there shouldn't be any gap here
at all, but I'll bet there is!

Cure: Strip off all the paint, run a line of spotwelds along the front edge
of the hinge plate, fill the spotweld dimples on the top with lead or
plastic filler, repaint.
Then you'll have to repaint the rest of the car to match it! :-)
