This is actually a feature, not a bug.  If the screws were in place, you
might have spent a considerable amount of time removing them.  They don't
really do anything useful once the wheel is bolted on anyway.

    Why does the whole half-shaft assembly have to be removed?  Why can't
    the adjustment be made on the car?


Gee, you can reach the big adjustment nuts and lockwasher easily while the
axle is in the car?   Did someone remove half of the rear trailing arm?
