Assuming it's like mine, it's a formed steel bracket pop riveted to the body
/ roof superstructure.

I assume the rivets have pulled through for some reason, in which case drill
them out and replace them. I installed my own using 3/16" dia. x 1/4" grip
steel (no aluminum!) rivets. If not already done, the brackets need priming
inside and out, plus spot priming of the rivets.

BTW, 3/16" steel rivets requires an industrial grade gun and some serious
hand strength to install them properly. Me and my Sears tool couldn't get
the job done so I borrowed a pneumatic one from a buddy.
