Which wheel...outside the car or inside (steering wheel or wheel)?
Indeed, either must be removed...rule book says so...
Loose items outside the car...doesn't say where they are to be removed from
(are they attached, partially attached, part of the car, or...could be loose
things all over the place outside the car).
Those loose nuts outside the car wherever they might be may then need to be
removed from the premises/event or venue...maybe even from this earth...
