This so-called "elitist attitude" exists with ervy sanctioning body of my
acquaintance. If you want to compete with NASCAR (pick a track); at
Petaluma or Antioch you join "Pro;" with NASA, you join; and the same
applies at Lakeport, Roseville, Twin Cities in Marysville, etc. By joining
the association you obtain the insurance in whatever amount happens to
apply. No join; no race. 
        In fact it's only SCCA Solo II where non-members are covered by any
insurance at all. It's not as good as for full members who are licensed,
but it's bvetter than nothing at all. Recall the newbie upended at
McClellan about two years ago. Don't know how that ended up but his initial
expenses were covered by SCCA despite his not being a member. What
requiring SCCA membership does do is deliver the maximum amount of
insurance coverage, just the same as the road racers have.  

        As for Dennis Hale being excluded from the Steering Committee, I
think that's another of Dennis' fairy tales. Dennis does love to tell
stories and embellishment is a natural part of his skills.
