You guys... (Maybe Dennis can Clarify)... I don't have a 2000 rule book infront
of me. But if My memory serves me correct, it says something to this effect
under SM... "SM includes all mods listed previously in STS, and STR plus the
designated info below"... Then below it says about car types, etc... and then
it says all rules in SP except the handbrake rule.
That's it! So while the intent may have been 'Street Legal' It specifically
says all SP mods are legal. I asked Howard this last year, and he said,
correct... That is why SM doesn't require a 'Street Legal' Seat... any Racing
Seat is legal, due to SP rules.
If someone has a 2000 Book, they could clarify... if not... I will have mine
this evening (it's at home).

I understand perfectly well the stated purpose of the rules, even
though it has apparently escaped the writers of the rules that
the stated intent is impossible to achieve. SP allowances are
inconsistent with the stated philosophy of "steet driven" cars,
however, since it's not legal to drive a car with defeated
emission controls on the street anywhere in this country.

I understand this as well. It results in an absolutely
self-contradictory rule set, however. If I want to build an SM
car that complies with the _spirit_ of the original concept, AND
if I happen to believe that my street car should comply with the
law as well as be environmentally firendly (I do believe those
things, BTW), the SM playing field is suddenly nowhere near
level. I'm at a major disadvantage to someone who is willing to
register an illegal car on the street. Is that fair? ;<)

Hell, you don't have to have a Stock car licensed or registered.
The "street licensed" part of the SM rules is what makes no
sense. IMHO, you should write _vehicle_prep_ rules, leave out
PR-motivated stuff like street licensing, and let the competitors
make their own ethical decisions.
