some people dont like bumping up against hte rev limiter in day to day driving 
(me for one) so yes, a tach w/ a car not otherwise equipped would help in 
day-to-day driving....

So, then adding a tachometer is illegal...  Because a tach doesn't really 
tell you any useful information for day to day driving.
