You can read all about the FCC regulations, in English, at the
Ramsey Electronics site (http://www.ramseyelectronics.com/).

The FCC does indeed have a fairly new program (January 2000) for
low-power stations, called LP100.  See http://www.fcc.gov/mmb/prd/lpfm/.
There have been two new publications regarding LP100 in the last two weeks: See
