And some states (ohio, for one) Never have an inspection (unless the car
  comes in from out of state), and they issue three different types of
  plates.  First we have the 'normal' plate, which may or may not require
  an emmissions test, depending on what county you live in.   Second we
  have 'collector' plates which are issued to those that live in an
  area that requires inspection, but the car won't pass (they are only
  for use on cars that aren't used for transportation).  And the third 
  type is a dealer/special plate that can be slapped on anything.

Current registration can take many forms.  The impact of the rule would
  vary greatly depending on where you live.  That sounds rather unfair
  to some competitors.
