I've always had excellent luck using the range of the adjuster as a sort of
slide hammer.

Put the nut back on the shaft, but only just flush with the shaft. Leave the
adjuster loosened, push the wheel as far down as it will go, then sharply
slide it back up. The shock of hitting the upper stop has always popped the
wheel off for me.
