If this is an inground tank and the consumption is off that much, chances are you've got a leaker. Been There, Done That (and eventually got the NFA from the state). They're all ticking time bombs -

Thanks for the heads up. I know that this thing can be a big problem. I do have a separate policy on teh oil tank in case of a leak, so I'm not to worried about going bankrupt (but it is a concern.)

That's because you don't want to do that. You won't be able to sell the property if the oil tank isn't removed. That's true even if it was properly, legally, and safely abandoned in place by cutting
