I have a friend with a '95 Neon Highline SOHC. His car originally came with 13 inch wheels, but a GRM article said it could have come with 14's. Does this mean he can autocross the 14's in E Stock? W

Yes, '95 neon Base and Highlines came with both 13" and 14" wheels. Even though most 14" wheeled neons got bigger front brakes (10.1" rotors vs. 9.4" rotors on the 13" wheeled neons) and 5-lug wheels
