Yes, '95 neon Base and Highlines came with both 13" and 14" wheels.
Even though most 14" wheeled neons got bigger front brakes (10.1" rotors
vs. 9.4" rotors on the 13" wheeled neons) and 5-lug wheels, there were
14" 4-lug neons made with the 13" brakes. This means you can legally go
from 13" to 14" wheels. If you have the 14" brakes, a 13" wheel won't fit
over them, so going the other way is not usually an option.
You would also have the option of changing from 13" brakes to the 14"
brake system if you wanted to do a more major change than just wheels.
I believe this would give you a better selection of performance
brake pads to choose from, though for autocross, the stock pads are
exceptionally good.
The 13" wheel is only 5" wide. All 14" steel wheels are 5.5" wide.
The 14X6 alloys were not an option in 1995, they were standard only on the
August-'94-on Sports, and all ACRs. Therefore, 14X6 wheels are not legal
on a '95 Base or Highline.
Offset on all wheels is 40mm.
So you could fit 14X5.5 wheels on any neon legally, except the ACR, which
never came with anything except 14X6 alloys.
