Sounds like it. Sounds like you might also be missing the plug and spring in the bottom of the shift lever. Or possibly the ball and spring in the top cover that holds the 3-4 shift rail in position

I just experienced the same thing but with an J-Type. You have to remove the transmission in order to get the overdrive in. Also, you need to replace the main shaft. Another words...take it apart. I
