All notches should be up. Somewhere in one of the Moss or VB catalogues it listed exactly what year and how many notches inner and outer where to be used. For the life of me I cannot find that info.

I would suggest you defray from powder coating the calipers. When the calipers are cleaned and the powder is applied, the calipers would be put into an oven at about 500 degrees to bake the powder. T

In regards to the oil leak on the petrol pump. It sounds like the oil seals inside the pump are shot. These are located inside the 'Body and Primer Assembly'. I have the British Leyland part number.
