Home Depot (in my area at least; PNW) sells a setup to this. I believe it is primarily intended for walkways (which is what a neighbor used it for), but I imagine you could lay out a patio with it. T

I wouldn't know that it is permanent, but I've had really good luck using 3M trim adhesive (aka gorilla snot) to bond some rubber gastank cushions to an aluminum motorcycle frame....

Well, I think I answered my own question.... I stopped by an industrial tooling place on the way home from work, and picked up some carbide burrs. I tried them out with a little bit of tapping fluid;
