For a beginner, acrylic lacquer is the best choice since it's the most forgiving if you make a mistake. There are some other more durable paints like the urethanes (Imron, etc.), but those are best

I've always used STP oil treatment in engine assembly since it gives it a good thick coat of lubrication. I also pour a quart of oil over the cam and/or lifters/rocker arms before replacing the valve
