Off hand, I'd suspect you've got a non-GT6 pulley in there. Complete with the timing marks in the proper position for the engine it came off of. Remove all the spark plugs so the engine easily rotate

I don't know the stock specs, but 20 psi at idle wouldn't worry me at all. The general rule of thumb is 10 psi for each thousand rpm. 20 psi at 600-800 rpm idle speed is well over that.
