1967 GCR: Appendix A (Automobiles, General Regulations), (1.5.1,u) says:
"Scattershields - The installation of scattershields or explosion-proof bell
housings shall be required on all cars where the failure of the clutch or
flywheel could create a hazard to the driver."
The same listings is still in the 1987 GCR. I didn't check any more recent
than that.
I have one of those ballistic nylon blankets on the GT6 and it came with the
car when we bought it in 1996. The car has an SCCA log book back to 1972.
SVRA does not require a scattershield but I usually write something about
them every couple years in the newsletter. We don't see many failures with
the Tilton style clutches, but anyone with car that puts any vital part of
your body in line with the projected trajectory of clutch/flywheel/driveline
components should consider some sort of shield. Right-hand drive Minis can
send parts directly into the groin area.
A broken u-joint can be just as frightening.
Rear engine cars probably don't need anything.
