I don't know if anyone has mentioned this directly.  I know somebody said
drum brakes can self engage.  I believe they actually tend to do this when
they are too loose and they catch and wedge, have you adjusted the brakes?,
sorry if this was mentioned and I missed it.

I had a similar head scratcher issue on my old Austin Healey and strangely
enough it went away when I did a thorough check and adjustment of the
parking brake, I know it is the brake adjuster that should determine the
position of the shoes when the parking brake is at rest, but nevertheless
that is when my problem went away.
