most drum brakes are "self energizing" so if the shoes are not fully 
returning the forward motion of the car will cause them to engage.  I 
would make sure that the shoes move freely.  It could be rust in the 
brake cylinder causing the piston to not return or sticking parking 
brake components or the like.

I suppose overzealous adjustment of the shoes could cause this as well.
