I'm sure a 10 minute soak in some fresh lacquer thinner would do the job as
well.

I'd be careful with that approach. any imperfections left on/in the metal
may be obvious when the vinyl is glued/stretched.
industrial strength vinyl remover should get it off. Just let it soak a
bit.
