The only problem with that is that the centrifugal advance may have already
started with the engine idling, meaning 4 BTDC is no longer the correct
value.

Seriously, if the DPO got the dizzy wrong, he may have gotten other things
wrong as well. I think I would want to verify the TDC mark first (which can
be wrong for a variety of reasons), and then double-check the cam timing
from the (corrected) mark. Then you can start worrying about ignition
timing.
I always set my TR3 ignition timing by the road test method anyway.
