I'm looking for advice on how to proceed. I was ready to replace the
bushings and put in new springs and a tube shock conversion. I've got the
parts and am ready to install. I don't have the tools or the skills to do
the repair myself. Since repair is likely to involve removal of the

arms, I'm guessing my best bet is to take the parts up to a frame
specialist
and have them repair the frame and install them. Any other ideas?

The best, long term solution is to replace the frame member.  You can buy
replacement bits from TRF.  Have a frame or autobody shop cut out the old
ones and weld in the new ones.  This will be easier with the body removed
from the frame but it should be do-able with assembled.  

These members are the first critical part of the frame to fail.  Very
typical.
