I'd like to add to Kirk's comments that the fuel pump won't run continuously
unless the engine is cranking.  When you first turn the key to the 'run'
position you should hear the pump run for a couple of seconds then shut off
(this is to pressurize the system and is controlled by the ECU).  There is a
switch in the Air Flow Meter that energizes the pump when there is airflow -
i.e. the engine is turning.  This is one of the reasons why the cars are not
trivial to push-start.  You can simulate airflow by removing the tube from
the air filter to the AFM and propping the AFM flap open a bit with a
screwdriver.
 
I've never had to drop the tank - but as Dave pointed out, it's not a
trivial undertaking, and generally not necessary.  There is no 'serving
pump' (which I translate to meaning a low-pressure feed pump (often in the
tank) which feeds fuel to the main pump.  The (only) pump is below the fuel
tank and so is gravity fed, which is apparently good enough.
 
Definitely check the electrical connections first.  As Kirk mentioned the
inertia switch is a less-than-stellar design, and the contacts can and do
oxidize.  You can bypass it to test it, but don't drive without one!  I
believe there is a fuse in the circuit somewhere too.  Or it could be just a
bad/loose/dirty connection somewhere.
