Robert,
You did not mention the degree of originality... the
condition of the engine and gearbox, diff and frame,
front suspension, tires... wire wheels or disc, dashboard
gauges, all the rubber gaskets.
Assuming all these are in reasonable shape and
driveable... but not rebuilt or restored... I think you
are paying too much. Considering the big expense you have
ahead for the bodywork and repaint job... 5-6K would make
more sense. If the rust were not so involved the 7K would
be OK but not a steal. Be sure to checkout the frame for
rust. The TR4A IRS-TR250-TR6 have some rust problems
potential with the rear suspension mounting points.
I am by no means trying to talk you out of it. Just be
very careful to know what your buying and what $$$ you
will have to invest right up front to get it to the point
where you will be happy with it... and then a long range
restoration plan.
